In ‘Pivotal Moment’ for Canadian Hydrogen, Pulp Mill Set to Open Clean Energy Centre

December 11, 2025 by Knowlton Thomas

A combination of entities are collaborating on a 10-megawatt green hydrogen production facility in Kamloops.

Sc.wén̓ wen Economic Development alongside Elemental Clean Fuels are advancing the Kamloops Clean Energy Centre at the Kruger Kamloops Pulp Mill.

The Clean Energy Centre will produce up to four tonnes of green hydrogen and 32 tonnes of oxygen per day.

The hydrogen is expected to reduce Kruger’s natural gas use by 16%, and a portion of the oxygen will be reused directly in the mill process, contributing to a local circular economy, according to an official statement.

Sustainability “drives every decision we make,” says Irene Preto, who functions as General Manager for the Kruger Kamloops Pulp Mill.

The $22 million project, enabled by B.C.’s Greenhouse Gas Reduction Regulation and supported by Natural Resources Canada and BC Hydro alongside industry partners such as FortisBC, is now in the Front-End Engineering and Design phase.

Zachary Steele, who serves as chief executive officer of Elemental Clean Fuels, is “excited to be partners in the Kamloops Clean Energy Centre.”

“It’s a pivotal moment for green hydrogen in B.C.,” Steele suggests, “and we are committed to advancing the project to maintain momentum.”

Tim Hodgson, Canada’s Minister of Energy and Natural Resources, believes the project is aligned with B.C.’s Hydrogen Strategy and therefore “represents a smart investment in clean energy” and will “position the region as a leader in B.C.’s growing hydrogen economy.”

Stephen Fuhr, Secretary of State, agrees, adding that “the partnership behind this project reflects exactly the kind of collaboration we need—where communities, industry, and government work together to cut emissions, strengthen regional economies, and build a sustainable future.”
